 Planning and Management Parks Victoria's aim is to maintain and restore the natural values of parks for their long-term viability. Managing a dynamic natural environment is a significant challenge to all natural resource managers. Parks Victoria utilises a risk based Environmental Management Framework (EMF) to guide management towards the achievement of objectives. The EMF is implemented by applying the following steps: 1. Identify and describe the significance and condition of natural values 2. Set objectives for their condition 3. Identify threats to those values 4. Assess which threats pose the greatest risk 5. Set objectives for managing risks 6. Develop and implement actions to ameliorate threats 7. Measure the effectiveness of those actions 8. Review and report performance and incorporate results into planning.  The Environmental Management Framework is a decision making tool underpinning the directions, strategies and actions for managing natural values. Each year a statewide program of activities is planned, completed and evaluated to continue progress towards achieving natural values objectives. Monitoring and research are employed to continuously improve the information basis of park management. Resources - Management plans for individual parks employ the Environmental Management Framework to determine strategies and priorities at a local scale and to integrate programs for environmental, cultural and recreational values.
