LINKING PEOPLE AND SPACES 2010 PROJECT
In 2002 Parks Victoria worked with local government and other
agencies to produce Linking People and Spaces (LPS), the Victorian
Government strategy for the continued growth and improvement
of Melbourne's open space network. Several key government
processes currently underway have created a compelling need
for a comprehensive review to ensure the provision of regional
open space is fully integrated into planning for Melbourne's
current and predicted growth and changing land use.
Review
This review of LPS has commenced and Linking People and Spaces
2010 (LPS 2010) will provide a 20 year vision and strategy
for the continued growth and improvement of Melbourne's
regional open space network.
The study area will include the regional open space network
of metropolitan Melbourne as defined in LPS 2002 and included
within the Parks Charge and Urban Growth boundaries. (refer
to attached map). The provision of regional open space
immediately beyond this boundary will be reviewed in the context
of the role it serves in the broader metropolitan network,
an example being the You Yangs Regional Park.
The focus for open space planning in the strategy is the
regional nature-based spaces catering primarily for informal
unstructured recreation, including nature-based parks, shared
trails, coasts, bays, waterways, and areas of conservation
and cultural significance managed by various agencies. This
regional open space network provides the backbone to the wider
district and local open space networks, which in total form
a valuable and integral component of the urban environment.
Process
Preparation of the strategy is being undertaken by an interagency
project team led by Parks Victoria, with the governance structure
membership including the Department of Sustainability and
Environment, Department of Planning and Community Development,
Melbourne Water, the Growth Areas Authority and the Municipal
Association of Victoria.
LPS 2010 will be prepared in close consultation with the
managers of Melbourne's open space network and key stakeholders
and will include a program of workshops in each of the LPS
regions: East, South East, Inner, North and West.
When
It is expected that the Interagency Project Team will review
and update LPS 2002 rather than seek to substantially rework
this framework. A draft strategy will be released for public
comment in March 2010 with a final strategy targeted for the
end of June 2010.

A LPS 2010 Background Paper providing context and outlining
some of the key issues and challenges for consideration through
this review has been prepared to stimulate discussion about
what we as custodians of the regional open space network want
to be our legacy to future generations.

At a time of increasing urbanisation, sustaining our connection
with and enjoyment of nature through our landscapes, bays
and waterways in and around our city is vital. We need to
celebrate our rich network of open spaces but equally acknowledge
that we are in a time requiring renewed visions, a time when
ensuring the continued relevance of the open space network's
contribution to Melbourne's liveability is as important
as ever.
