The St Kilda Harbour Concept Plan proposes an exciting vision to enhance the recreational, maritime and environmental values of this much loved community space.

The concept plan reflects the objectives developed as part of the St Kilda Foreshore Urban Design Framework to:

• develop a vibrant working harbour in harmony with ecological processes
• provide opportunities for all to participate in maritime activities and encourage contact with the water

The proposed design features are:

• Wave and storm protection to provide an area for safe berthing, mooring and recreational activities within the harbour
• Reconstruction of the St Kilda Pier on the historic alignment meeting Jacka Boulevard;
• A new sea pool for swimming and viewing integrated into the pier
• Creation of an access-for-all swimming ramp from the promenade adjacent to the pier
• Enhance protection for the Little Penguin colony, including the creation of a viewing boardwalk
• Provide a new offshore swimming island and wave protection for the harbour
• Create a new junior sailing academy, boat repair and storage yard combined with a ferry terminal and ticket office
• Convert pier road in front of Royal Melbourne Yacht Squadron to a new public promenade and open space
• Protect the historic bluestone sea wall and Catani Gardens
• Additional marina berths to cater for the growing recreational boating sector

The plan proposes a staged redevelopment of the harbour to enable enhancement of the boating activities within the harbour, replacement of the aging pier and allow for growth in recreational activities within the harbour.

Public comment on the plan has now closed. Over 130 submissions were received during the community consultation stage. Comments are now being considered in the development of a final plan.
